CDR John Russell

TUSC LANT Executive Officer

CDR John RussellCommander Russell is from Kansas City, Missouri. He enlisted in the Navy in 2001 as a Nuclear Machinist’s Mate and was accepted in 2003 to the Naval Academy Preparatory School at Newport, RI. He earned a Bachelor of Science in Mechanical Engineering and his commission from the United States Naval Academy in May of 2008.

His sea-tours include a Division Officer tour aboard USS CHEYENNE (SSN 773), completing a western pacific deployment; a tour with DESTROYER SQUADRON TWO as the Submarine Operations Officer and Anti-submarine Warfare lead, where he supported the creation of the first-ever US/UK DESRON for the 2013 THEODORE ROOSEVELT CARRIER STRIKE GROUP deployment; Navigator/Operations Officer aboard USS NEWPORT NEWS (SSN 750), completing two extended deployments to EUCOM (NORLANT/MED) and CENTCOM areas of responsibility; the first Executive Officer on PCU ARKANSAS (SSN 800), where he stood up the initial crew and established the ship’s culture and programs; and a tour at COMCARSTRKGRU TEN, where he served as Submarine Officer and Assistant Chief of Staff for Training and Readiness, supported the USS GEORGE WASHINGTON transfer to 3rd Fleet following a nearly 7-year overhaul, and preparing the GEORGE H. W. BUSH CARRIER STRIKE GROUP for deployment.

Following his DESRON tour, he served as a tactics instructor at Submarine Learning Facility, Norfolk, where he qualified Master Training Specialist and was the Mission Chair Action Officer for Maritime Skills training. He attended Command and Staff College at Marine Corps University at Quantico, earning a Master’s Degree in Military Studies and completing JPME I in 2021.

Since December, 2024, CDR Russell has served as XO for Theater Undersea Surveillance Command Atlantic (TUSC LANT) at Dam Neck, Virginia, responsible for all undersea surveillance operations, communications, training, maintenance, upgrades and personnel management. He will fleet-up and serve as the next CO of TUSC LANT.

CDR Russell’s personal awards include, the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (5 awards), and Navy and Marine Corps Achievement Medal (3 awards).
