Exceptional Family Member Program (EFMP)
Per Navy Personnel Command, “The Navy’s Exceptional Family Member Program is designed to assist Sailors with the special needs of their Exceptional Family Member (EFM), at new duty locations. Overseas Screening (OSS)
Due to Guam’s location, some medical specialties are not available. OSS ensures the medical needs of service members and families can be appropriately met while in Guam. Please note, per BUMEDINST 1300.2A, OSS when transitioning to Guam is mandatory and must be completed within 30 days of receipt of PCS orders.
