Mrs. Jessica Zavala
Deputy, Priority Material Office
Mrs. Jessica Zavala currently serves as Deputy of the Priority Material Office (PMO), headquartered in Bremerton, WA. PMO is comprised of approximately one hundred Military and Civilian personnel operating from 12 global locations, and provides full-spectrum material management and information services for Issue Priority Group One requisitions for all US Navy Submarine and Surface forces, as well as deployable Marine and Coast Guard units.
Mrs. Zavala is a native of Glendale, Arizona. In 2004 she graduated from The George Washington University with a Bachelor of Arts in International Affairs and received a commission in the US Navy that same year. In 2007 she laterally transferred to the Navy Supply Corps, graduating from the Navy Supply Corps School in Athens, GA. She earned a Master of Public Administration from Western Governors University in 2017 and holds certifications in Lean Six Sigma and is a certified ERP Trainer.
During her active-duty service, Mrs. Zavala’s served as Assistant Material Officer (S-8) aboard the USS ABRAHAM LINCOLN (CVN 72) and deployed in support of Operation Enduring Freedom. After her Naval Service, she worked as a contracting officer at the Port of Seattle, specifically on the car rental facility and light rail transit interchange at the SEATAC Airport.
Mrs. Zavala began her federal civil service career at PMO in 2011 as the Shipping and Sourcing Supervisor, specializing in Navy and DoD enterprise system sourcing processes. In 2019 she was appointed the Command Transportation Officer and Operations Director, where she oversaw the daily operations of headquarters and detachments in ordering, issuing, shipping, and delivery functions. She assumed her current position in August of 2025.
