Commander Newby is native of San Diego, CA. He enlisted in the United States Navy in May 1995 as a Machinist’s Mate Submarine Auxiliaryman. Following Recruit Training, he attended Machinist’s Mate Class “A” School in Great Lakes, IL then Basic Enlisted Submarine School and Machinist’s Mate Class “C” School in Groton, CT.

In September of 2003 he was advanced to the rank of Chief Petty and then in October of 2005 he commissioned as an Ensign through the Limited Duty Officer program.

Commander Newby reported to his current assignment as the USS Frank Cable (AS 40) executive officer in September 2025. His prior assignment was Operations Officer for Naval Base Kitsap in Bremerton, WA, 2024-2025.

Commander Newby’s operational and shore assignments include USS Jefferson City (SSN 759) in San Diego, CA 1995-2001; USS Charlotte (SSN 766) in Honolulu, HI as the Auxiliary Division Leading Chief Petty Officer/3MC 2001-2004; Naval Submarine School in Groton, CT as the advanced trainer’s instructor for Machinist’s Mate Class “A” and “C” Schools 2004-2005; USS Emory S. Land (AS 39) home ported in La Maddalena, Italy as the Auxiliaries Officer Engineering Department 2005-2009; Portsmouth Naval Shipyard Detachment in San Diego, CA as HM&E / Combat Systems Production Officer 2009-2012; Commander Naval Special Warfare Group THREE in Honolulu, HI as the Maintenance Officer for Seal Delivery Vehicles 2012-2015; ARCO ARDM-5 in San Diego, CA as the Docking Officer 2015- 2018; Commander Naval Special Warfare Group THREE in Honolulu, HI as the N9 Department Head / Material Officer 2018-2019; N9 Department Head / Material Officer for Naval Special Warfare Group EIGHT and Executive Officer NSWG-8 Logistics and Support Unit located in Honolulu, HI, 2019- 2024.

Commander Newby’s personal awards include the Meritorious Service Medal (2 awards), Navy and Marine Corps Commendation Medal (5 awards), Navy and Marine Corps Achievement Medal (6 awards) and various unit commendations and service ribbons. He is entitled to wear the Surface Warfare Officer pin and enlisted Submarine Warfare pin.
