Captain Kevin S. Mooney


CAPT Kevin MooneyCAPT Kevin S. Mooney began his naval career by graduating with honors and distinction from the United States Naval Academy in 1991.  Upon completion of the nuclear power training pipeline, he reported to the USS JAMES K. POLK (SSN 645) in April 1993.  While on this specialized SEAL delivery platform, his Division Officer assignments were TM/FT, E/IC, MPA, RCA and AWEPS.  

In April 1996, he received assignment to Commander, Operational Test & Evaluation Force (COMOPTEVFOR).  During this tour, he was the Operational Test Director for Submarine Combat Control Systems, the Acoustic Rapid COTS Insertion (ARCI) Sonar System, and ADCAP torpedo. 

His Department Head tour was as the Navigator of the USS MICHIGAN (SSBN 727)(GOLD) from November 1998 until September 2002.  During this time, the ship was decorated with four Battle Efficiency “E” awards and two Omaha Trophies. 

CAPT Mooney then reported to U.S. Central Command (CENTCOM) in October 2002.  Deploying to the Middle East, he scheduled airborne reconnaissance throughout the CENTCOM AOR and established Time Sensitive Targeting (TST) Cells in Iraq, Afghanistan, the Combined Air Operations Center (CAOC), Djibouti, and at the CENTCOM Headquarters.  Serving as the Chief of the CENTCOM TST Cell, he was responsible for timely execution of strikes on high value targets.

Following his Executive Officer tour on the USS BREMERTON (SSN 698) during an Extended Refueling Overhaul from December 2004 to June 2006, CAPT Mooney was a student at the Air War College, where he was awarded a Masters Degree in Strategic Studies, identified as a Warfighting Practitioner of Military Operations, and completed JPME I & II.

CAPT Mooney commanded the USS RHODE ISLAND (SSBN 740)(GOLD) from May 2009 to August 2011.  During this tour, his crew was awarded the Battle Efficiency “E” and the Omaha Trophy.  He was also recognized as the Naval Submarine League’s 2011 Rear Admiral Jack N. Darby Award winner for inspirational leadership and excellence of command. 

CAPT Mooney was most recently assigned as the Senior Member of the Tactical Readiness Evaluation Team on the staff of Commander, Submarine Force Atlantic.

CAPT Mooney is authorized to wear the Legion of Merit (two awards), Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal (three awards), Navy Achievement Medal (three awards), as well as various unit awards.
